  3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  TEACHER PAY EQUITY STUDY.  The department of
  1  2 education shall conduct a teacher pay equity study that shall
  1  3 address disparities between rural and nonrural districts in
  1  4 ability to pay adequate teacher salaries, the impact these
  1  5 disparities have on a school or school district's ability to
  1  6 attract quality teaching professionals, the impact the
  1  7 disparities have on this state's ability to provide its
  1  8 students with equal access to adequate educational
  1  9 opportunities, and the costs and means of remedying any
  1 10 disparities identified.  Using the data resulting from its
  1 11 study, the department shall compose a plan for eliminating the
  1 12 identified disparities.  The department shall submit the plan,
  1 13 along with its findings and recommendations, in a report to
  1 14 the chairpersons and ranking members of the senate and house
  1 15 standing committees on education and the joint appropriations
  1 16 subcommittee on education by December 15, 2004.
  1 17                           EXPLANATION
  1 18    This bill requires the department of education to conduct a
  1 19 teacher pay equity study that addresses disparities between
  1 20 rural and nonrural districts and the impact identified
  1 21 disparities have on Iowa's ability to provide its students
  1 22 with equal access to adequate educational opportunities.  The
  1 23 department must submit a plan for eliminating the disparities,
  1 24 along with its findings and recommendations, in a report to
  1 25 the chairpersons and ranking members of the senate and house
  1 26 committees on education and the joint appropriations
  1 27 subcommittee on education by December 15, 2004.
