1 1 Section 1. GENERAL STATE FINANCIAL AID TO COMMUNITY
1 2 COLLEGES. There is appropriated from the general fund of the
1 3 state to the department of education for the fiscal year
1 4 beginning July 1, 2004, and ending June 30, 2005, the
1 5 following amount, or so much thereof as is necessary, to be
1 6 used for the purpose designated:
1 7 For general state financial aid to merged areas as defined
1 8 in section 260C.2:

1 27 Sec. 2. STATE AID TO COMMUNITY COLLEGES FOR VOCATIONAL=
1 28 TECHNICAL TECHNOLOGY IMPROVEMENT. Notwithstanding section
1 29 8.57, subsection 5, paragraph "c", there is appropriated from
1 30 the rebuild Iowa infrastructure fund created in section 8.57
1 31 to the department of education for the fiscal year beginning
1 32 July 1, 2004, and ending June 30, 2005, for community college
1 33 vocational=technical technology improvements in accordance
1 34 with chapter 260A, Code 2001 and Code Supplement 2001:

2 1 Sec. 3. NEW SECTION. 260C.18C GENERAL STATE AID.
2 2 For the fiscal year beginning July 1, 2005, and each
2 3 succeeding fiscal year, the amount appropriated for general
2 4 state financial aid to merged areas shall be increased by an
2 5 amount equivalent to the state percent of growth established
2 6 for the corresponding school budget year pursuant to section
2 7 257.8. Any subsequent adjustment or modification to the state
2 8 percent of growth resulting in the establishment of a
2 9 different level than that originally established for a school
2 10 budget year shall be applicable to the annual increase
2 11 pursuant to this section.
2 12 EXPLANATION
2 13 This bill establishes state aid increases to community
2 14 colleges at the same percentage increase applicable to schools
2 15 under the state percent of growth provision established in the
2 16 Code for the corresponding school budget year, and makes
2 17 appropriations to the department of education for purposes of
2 18 general state aid for merged areas and for vocational=
2 19 technical technology improvements.
2 20 For FY 2004=2005, the bill appropriates moneys to the
2 21 department of education from the general fund of the state to
2 22 community colleges for general state financial aid in an
2 23 amount that is a 2 percent increase over the previous fiscal
2 24 year, which is the same percentage as the state percent of
2 25 growth established for school districts for the 2004=2005
2 26 budget year. The bill requires that for FY 2005=2006, and
2 27 each succeeding fiscal year, the amount of general state
2 28 financial aid to merged areas must be increased by an amount
2 29 equivalent to the state percent of growth established for the
2 30 corresponding school budget year.
2 31 Moneys for community college vocational=technical
2 32 technology improvements are appropriated from the rebuild Iowa
2 33 infrastructure fund for FY 2004=2005.
