  1  1    Section 1.  Section 15A.1, Code 2003, is amended by adding
  1  2 the following new subsection:
  1  3    NEW SUBSECTION.  6.  In addition to the other requirements
  1  4 of this section, the department of economic development shall
  1  5 not disburse public moneys in the form of grants, loans, tax
  1  6 incentives, or other financial assistance for purposes of
  1  7 economic development unless the person for whose benefit the
  1  8 financial assistance is provided certifies that, in the five
  1  9 years prior to the application date, the person has not hired
  1 10 a replacement worker during a strike, lockout, or other labor
  1 11 dispute.
  1 12                           EXPLANATION
  1 13    This bill relates to requirements for the disbursement of
  1 14 economic development=related financial assistance by the
  1 15 department of economic development.
  1 16    The bill provides that, in order to receive economic
  1 17 development=related financial assistance from the department,
  1 18 the person for whose benefit the financial assistance is
  1 19 provided must certify that, in the five years prior to the
  1 20 application date, the person has not hired a replacement
  1 21 worker during a strike, lockout, or other labor dispute.
