  1  1    Section 1.  NEW SECTION.  303.90  STATE OF IOWA THEATER
  1  2 DESIGNATION.
  1  3    1.  The arts division administrator shall develop an
  1  4 application and review process for the annual designation of a
  1  5 community theater as a "state of Iowa theater".  The
  1  6 administrator shall develop criteria for the identification of
  1  7 qualifying community theaters.  A person may submit an
  1  8 application on behalf of a community theater located in the
  1  9 state to the Iowa arts council on forms provided by the arts
  1 10 division.
  1 11    2.  The Iowa arts council shall adopt procedures for the
  1 12 approval of applications for designation as a "state of Iowa
  1 13 theater".  The council shall recommend to the governor the
  1 14 names of potential designees, but the governor is not bound by
  1 15 the recommendations.
  1 16    3.  The governor is authorized and requested to issue
  1 17 annually a proclamation designating a "state of Iowa theater"
  1 18 for a period of one year.
  1 19                           EXPLANATION
  1 20    This bill creates a "state of Iowa theater" designation and
  1 21 authorizes and requests that the governor issue annually a
  1 22 proclamation designating a "state of Iowa theater" for a
  1 23 period of one year.
  1 24    The bill directs the administrator of the arts division of
  1 25 the department of cultural affairs to develop an application
  1 26 and review process and criteria for the identification of
  1 27 community theaters that qualify for the designation.  Anyone
  1 28 may submit an application for the designation to the Iowa arts
  1 29 council on behalf of a local community theater.  The council
  1 30 is directed to adopt procedures for the approval of
  1 31 applications and to recommend to the governor the names of
  1 32 potential designees, though the governor is not bound by the
  1 33 recommendations.
