Section 282.3, subsection 2, unnumbered 1 2 paragraph 3, Code 2003, is amended to read as follows: 1 3 No child shall be admitted to school work for the year 1 4 immediately preceding the first grade unless either of the 1 5 following apply: 1 6 a. The child is five years of age on or beforethe 1 7 fifteenth ofSeptember 15 of the current school year. 1 8 b. The child is five years of age on or before October 15 1 9 of the current school year and demonstrates to the 1 10 satisfaction of the admitting school district that the child 1 11 possesses the social, emotional, and cognitive skills 1 12 necessary to enter the school district's kindergarten program. 1 13 A school district may charge the parent or guardian of the 1 14 child who applies to enroll a child in accordance with this 1 15 paragraph a reasonable fee to cover the cost of assessing the 1 16 child's capabilities. 1 17 EXPLANATION 1 18 This bill permits a school district to admit to its 1 19 kindergarten program a child who is five years of age on or 1 20 before October 15 of the current school year if the child 1 21 demonstrates the prerequisite social, emotional, and cognitive 1 22 skills.
