  1  1         SENATE CONCURRENT RESOLUTION NO. _____

  1  3 A Concurrent Resolution requesting that the legislative
  1  4    council create an interim study committee relating to
  1  5    county consolidation.
  1  6    WHEREAS, Iowa's political subdivision structure,
  1  7 including the creation of ninety=nine counties, was
  1  8 formulated in the nineteenth century; and
  1  9    WHEREAS, at the time Iowa's ninety=nine counties
  1 10 were created, Iowa's transportation and communication
  1 11 infrastructure was not well=developed; and
  1 12    WHEREAS, counties are still viable units of local
  1 13 government that provide invaluable services to their
  1 14 citizens; and
  1 15    WHEREAS, improvements in methods of transportation
  1 16 and means of communication allow for delivery of
  1 17 services by a county to a larger geographical area
  1 18 efficiently and without detriment to citizens; NOW
  1 19 THEREFORE,
  1 20    BE IT RESOLVED BY THE SENATE, THE HOUSE OF
  1 21 REPRESENTATIVES CONCURRING, That the legislative
  1 22 council is requested to create a county consolidation
  1 23 interim study committee for the 2003 interim to study
  1 24 the feasibility of requiring counties to consolidate,
  1 25 the criteria by which counties would be required to
  1 26 consolidate, and the methods by which counties would
  1 27 consolidate.
