  1  1          SENATE CONCURRENT RESOLUTION NO.    
  1  2                BY  McKIBBEN and DOTZLER
  1  3 A Concurrent Resolution urging the United States
  1  4    Congress to appropriate funding for the federal
  1  5    Historic Preservation Fund and the Historic Barn
  1  6    Preservation Act.
  1  7    WHEREAS, historic preservation provides
  1  8 opportunities to rapidly employ persons in diverse
  1  9 areas of the economy, revitalize neighborhoods,
  1 10 communities, and rural areas, entice nationwide
  1 11 private capital investment, and foster heritage
  1 12 tourism; and
  1 13    WHEREAS, the State Historical Society of Iowa
  1 14 implements the National Preservation Program in Iowa
  1 15 with moneys provided by the federal Historic
  1 16 Preservation Fund; and
  1 17    WHEREAS, the federal Historic Preservation Fund is
  1 18 the principal source of financing for states to
  1 19 provide economic stimulus, streamline review
  1 20 processes, provide local government grants, preserve
  1 21 American initiatives, and market heritage tourism
  1 22 through historic preservation; and
  1 23    WHEREAS, historic barns are becoming national
  1 24 treasures and rehabilitating and repairing historic
  1 25 barns as necessary, to preserve the barns'
  1 26 functionality and to preserve the rural landscape,
  1 27 provides benefits to farmers, as well as to the
  1 28 communities and economic vitality of the areas in
  1 29 which the barns are located; and
  1 30    WHEREAS, Congress acted in 2002 to establish a
  2  1 Historic Barn Preservation Program; NOW THEREFORE,
  2  2    BE IT RESOLVED BY THE SENATE, THE HOUSE OF
  2  3 REPRESENTATIVES CONCURRING, That the Iowa General
  2  4 Assembly strongly urges the appropriations committees
  2  5 of the Unites States Senate and House of
  2  6 Representatives to annually appropriate $50 million to
  2  7 the federal Historic Preservation Fund for the state
  2  8 historic preservation offices and to annually
  2  9 appropriate $25 million for federal fiscal years 2003=
  2 10 2004 through 2005=2006 to implement the federal
  2 11 Historic Barn Preservation Program; and
  2 12    BE IT FURTHER RESOLVED, That a copy of this
  2 13 resolution be sent by the Secretary of the Senate to
  2 14 the Honorable Senator Charles E. Grassley and the
  2 15 Honorable Senator Tom Harkin, together with Iowa's
  2 16 congressional delegation in the House of
  2 17 Representatives; and
  2 18    BE IT FURTHER RESOLVED, That a copy of this
  2 19 resolution be sent to the Honorable Senator Ted
  2 20 Stevens, Chair of the United States Senate Committee
  2 21 on Appropriations, and the Honorable Congressman C. W.
  2 22 Bill Young, Chair of the United States House of
  2 23 Representatives Committee on Appropriations.
