House Study Bill 699 PAG LIN 1 2 BY (PROPOSED COMMITTEE ON EDUCATION RESOLUTION 1 3 BY CHAIRPERSON TYMESON) 1 4 (COMPANION TO LSB 6585SC) 1 5 A Resolution requesting the Legislative Council to 1 6 create an interim study committee to examine options 1 7 for integrating technology to improve student 1 8 achievement. 1 9 WHEREAS, the General Assembly finds that technology 1 10 has a key role in revolutionizing the state's 1 11 education system, and the integration of technology 1 12 into the school curriculum can provide innovative 1 13 learning opportunities to enrich a student's learning 1 14 experiences; and 1 15 WHEREAS, the state in recent years has focused 1 16 state resources on providing teachers and students 1 17 with access to technology for instruction and 1 18 learning; and 1 19 WHEREAS, many Iowa schools are implementing 1 20 technology projects and updating technology in their 1 21 classrooms, including projects involving distance 1 22 learning, virtual learning, and laptop computers in 1 23 the classroom; and 1 24 WHEREAS, technology offers this state a significant 1 25 opportunity to improve the performance of its schools 1 26 and to promote a wide range of high=quality 1 27 educational options utilizing technology for children 1 28 enrolled in the public schools of this state; NOW 1 29 THEREFORE, 1 30 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, 2 1 That the Legislative Council is requested to create an 2 2 interim study committee to examine options for 2 3 integrating technology to improve elementary and 2 4 secondary education; and 2 5 BE IT FURTHER RESOLVED, That the interim study 2 6 committee membership shall include, but shall not be 2 7 limited to, members of the General Assembly; 2 8 representatives from the education community, 2 9 including representatives from the Department of 2 10 Education, the area education agency system, local 2 11 school districts, and accredited nonpublic schools; 2 12 and members of the public, including members of the 2 13 business community; and 2 14 BE IT FURTHER RESOLVED, That the committee's charge 2 15 shall be to discover and investigate examples of 2 16 technology that is being used to improve student 2 17 instruction. The committee shall examine the current 2 18 use of technology in Iowa's elementary and secondary 2 19 classrooms, the use of technology in classrooms 2 20 throughout the country, and the costs and benefits of 2 21 its use. The committee shall review issues including, 2 22 but not limited to, the impact of technology on 2 23 student achievement, teacher and student training, 2 24 economic feasibility, equity, infrastructure needs, 2 25 technical support, funding options, curriculum 2 26 delivery and articulation, and classroom management. 2 27 The interim study committee shall develop a statewide 2 28 strategy to integrate technology into the classroom to 2 29 provide innovative learning opportunities for all of 2 30 Iowa's students and shall submit its findings, 3 1 recommendations, and statewide strategy in a report to 3 2 the General Assembly by December 15, 2005. 3 3 LSB 6585HC 80 3 4 kh/pj/5
