  1  1    Section 1.  STUDY OF FUNDING SOURCES.  By December 15,
  1  2 2004, the department of economic development and the
  1  3 department of revenue shall file a joint report with the
  1  4 governor and the general assembly identifying a permanent
  1  5 funding source for the grow Iowa values fund that does not
  1  6 have a negative impact on economic growth in the state and is
  1  7 revenue neutral.
  1  8                           EXPLANATION
  1  9    This Act relates to a study identifying a permanent funding
  1 10 source for the grow Iowa values fund.
  1 11    The bill requires, by December 15, 2004, the department of
  1 12 economic development and the department of revenue to file a
  1 13 joint report with the governor and the general assembly
  1 14 identifying a permanent funding source for the grow Iowa
  1 15 values fund that does not have a negative impact on economic
  1 16 growth in the state and is revenue neutral.
