  1  3 A Resolution requesting the Legislative Council to
  1  4    create a new century learning technology commission
  1  5    to examine options for integrating technology into
  1  6    the classroom to prepare students for an economy
  1  7    that is increasingly dependent on technology and
  1  8    innovation.
  1  9    WHEREAS, the House of Representatives finds that
  1 10 technology has a key role in revolutionizing the
  1 11 state's education system, and the integration of
  1 12 technology into the school curriculum can motivate and
  1 13 assist students to achieve at high levels and prepare
  1 14 them to become the knowledge workers of the 21st
  1 15 Century workforce by providing them with the skills
  1 16 necessary to compete in the global market; and
  1 17    WHEREAS, many Iowa schools are implementing
  1 18 technology projects and updating technology in their
  1 19 classrooms, including projects involving distance
  1 20 learning, virtual learning, and laptop computers in
  1 21 the classroom; and
  1 22    WHEREAS, technology offers this state a significant
  1 23 opportunity to improve the performance of its schools
  1 24 and to promote a wide range of high=quality
  1 25 educational options utilizing technology for children
  1 26 enrolled in the schools of this state; NOW THEREFORE,
  1 27    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES,
  1 28 That the Legislative Council is requested to create a
  1 29 new century learning technology commission, to be
  1 30 charged with developing a new century learning
  2  1 technology plan to achieve the goal of preparing
  2  2 students for an economy that is increasingly dependent
  2  3 on technology and innovation.  The commission shall
  2  4 examine the use of technology in Iowa's and the
  2  5 nation's elementary and secondary classrooms; and
  2  6    BE IT FURTHER RESOLVED, That the plan developed by
  2  7 the commission shall include, but not be limited to,
  2  8 the following:
  2  9    1.  The costs and benefits of each component of the
  2 10 plan.
  2 11    2.  The professional development needed to
  2 12 integrate learning technology into classroom
  2 13 technology.
  2 14    3.  Strategies for implementation of the plan,
  2 15 including, at a minimum, phasing in the plan over a
  2 16 term of years.
  2 17    4.  Strategies that coordinate the learning
  2 18 technology in kindergarten through grade twelve with
  2 19 the initiatives and resources of the department of
  2 20 education, Iowa communications network, area education
  2 21 agencies, higher education institutions providing
  2 22 approved practitioner preparation programs, and other
  2 23 accredited postsecondary institutions in the state.
  2 24    5.  Procedures for data tracking and assessment of
  2 25 the progress in implementing the goals of the
  2 26 initiative and the plan.
  2 27    6.  Strategies to establish a public=private
  2 28 partnership between state government and a private
  2 29 business with a proven record of success in
  2 30 undertakings or similar focus and size; and
  3  1    BE IT FURTHER RESOLVED, That the plan shall be
  3  2 consistent with the following guiding principles:
  3  3    1.  EQUITY.  The plan shall promote equal
  3  4 opportunity for and provide meaningful access to
  3  5 wireless learning technology resources for all Iowa
  3  6 students regardless of geographic location or economic
  3  7 means.
  3  8    2.  INTEGRATION WITH THE STUDENT ACHIEVEMENT AND
  3  9 TEACHER QUALITY PROGRAM ESTABLISHED IN CHAPTER 284.
  3 10 The plan shall support student achievement through the
  3 11 integration of learning technologies that are content=
  3 12 focused and that add value to existing instructional
  3 13 methods.
  3 14    3.  SUSTAINABILITY AND AVOIDANCE OF OBSOLESCENCE.
  3 15 The plan shall provide for the future sustainability
  3 16 of learning technology resources by adapting to future
  3 17 educational needs and technological changes and by
  3 18 avoiding obsolescence of learning technology
  3 19 resources.
  3 20    4.  TEACHER PREPARATION AND PROFESSIONAL
  3 21 DEVELOPMENT.  The plan shall provide professional
  3 22 development and training programs for teachers and
  3 23 other educators in the use and integration of learning
  3 24 technology tools in curriculum development,
  3 25 instructional methods, and student assessment systems.
  3 26    5.  ECONOMIC DEVELOPMENT.  The plan shall foster
  3 27 economic development across all regions of the state
  3 28 and the preparation of students for an economy that
  3 29 embraces technology and innovation; and
  3 30    BE IT FURTHER RESOLVED, That the commission shall
  4  1 be appointed no later than July 1, 2004.
  4  2    1.  The commission membership shall consist of the
  4  3 following:
  4  4    a.  Seven voting members from the general public
  4  5 who shall be appointed by the Legislative Council.
  4  6    b.  One nonvoting, ex officio member who is a
  4  7 member of the state board of education and is
  4  8 appointed by the chairperson of the state board of
  4  9 education.
  4 10    c.  One nonvoting, ex officio member who is the
  4 11 state librarian or the state librarian's designee.
  4 12    d.  One nonvoting, ex officio member representing
  4 13 public postsecondary education institutions who is
  4 14 employed by a public postsecondary institution and is
  4 15 appointed by the Legislative Council.
  4 16    e.  Three nonvoting, ex officio members
  4 17 representing three different school districts and who
  4 18 are appointed by the Legislative Council as follows:
  4 19    (1)  From a list of three names submitted by a
  4 20 certified employee organization representing teachers
  4 21 licensed under chapter 272, a teacher employed by a
  4 22 school district or area education agency.
  4 23    (2)  From a list of three names submitted by a
  4 24 statewide organization representing administrators
  4 25 licensed under chapter 272, an administrator employed
  4 26 by a school district.
  4 27    (3)  From a list of three names submitted by a
  4 28 statewide organization representing school boards, a
  4 29 member of a board of directors of a school district.
  4 30    f.  One nonvoting, ex officio member who is a
  5  1 member of the Senate and is appointed by the President
  5  2 of the Senate.
  5  3    g.  One nonvoting, ex officio member who is a
  5  4 member of the House of Representatives and is
  5  5 appointed by the Speaker of the House of
  5  6 Representatives.
  5  7    2.  Commission members shall be appointed in
  5  8 compliance with sections 69.16 and 69.16A.
  5  9 Appointments of public members shall be made to
  5 10 provide broad representation of the various
  5 11 geographical areas of the state insofar as possible.
  5 12    3.  In appointing members to the commission, proper
  5 13 consideration shall be given to persons with
  5 14 experience or special knowledge in one or more of the
  5 15 following areas:  education, business, economic
  5 16 development, technology, and finance.
  5 17    4.  The commission shall elect a chairperson and a
  5 18 vice chairperson from among the voting members of the
  5 19 commission; and
  5 20    BE IT FURTHER RESOLVED, That the commission shall
  5 21 submit its findings, recommendations, and its new
  5 22 century learning technology plan in a report to the
  5 23 General Assembly by December 15, 2004.
