  1  3 A Resolution designating April 7, 2004, as World Health
  1  4    Day and encouraging persons to use precautions when
  1  5    driving in order to protect the health and life of
  1  6    Iowans and visitors traveling on Iowa roads.
  1  7    WHEREAS, the World Health Day is an annual event
  1  8 designated by the United Nation's World Health
  1  9 Organization, as a means to advocate public awareness
  1 10 of health issues; and
  1 11    WHEREAS, Resolution 57/309 was passed by the United
  1 12 Nation's General Assembly on May 22, 2003, welcoming
  1 13 the World Health Organization's decision to designate
  1 14 "Road Safety" as the theme of the World Health Day
  1 15 2004; and
  1 16    WHEREAS, needless deaths and disabilities caused by
  1 17 road traffic collisions take the lives of 1.2 million
  1 18 men, women, and children around the world, and
  1 19 seriously injure millions more; and
  1 20    WHEREAS, on April 7, 2004, hundreds of
  1 21 organizations around the world will host events to
  1 22 help raise awareness about road traffic injuries,
  1 23 their grave consequences, and enormous costs to
  1 24 society; and
  1 25    WHEREAS, in the United States, thousands of persons
  1 26 suffer injuries or fatalities for automobile
  1 27 collisions which could be prevented by greater public
  1 28 awareness, the enactment of law, and the enforcement
  1 29 of existing law; and
  1 30    WHEREAS, the most significant cause of automobile
  2  1 injuries and deaths is the failure to wear safety
  2  2 belts which have been effective in saving countless
  2  3 lives in the United States including Iowa; and
  2  4    WHEREAS, during 2004, organizations such as the
  2  5 American Automobile Association are initiating
  2  6 campaigns to encourage the public to use safety belts;
  2  7 and
  2  8    WHEREAS, using safety belts, obeying traffic laws,
  2  9 avoiding distractions when driving, and appreciating
  2 10 personal driving limits will significantly reduce
  2 11 injuries and deaths caused by automobile collisions;
  2 12 NOW THEREFORE,
  2 13    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES,
  2 14 That April 7, 2004, be designated as World Health Day
  2 15 and that the citizens of Iowa are encouraged to wear
  2 16 safety belts and observe other precautions while
  2 17 driving in order to prevent needless tragedies and
  2 18 achieve a record for the safest year on record for
  2 19 Iowans and visitors to Iowa traveling on the road.
