  1  3 A Resolution requesting the Legislative Council to
  1  4    create an interim study committee to examine options
  1  5    for integrating technology to improve student
  1  6    achievement.
  1  7    WHEREAS, the General Assembly finds that technology
  1  8 has a key role in revolutionizing the state's
  1  9 education system, and the integration of technology
  1 10 into the school curriculum can provide innovative
  1 11 learning opportunities to enrich a student's learning
  1 12 experiences; and
  1 13    WHEREAS, the state in recent years has focused
  1 14 state resources on providing teachers and students
  1 15 with access to technology for instruction and
  1 16 learning; and
  1 17    WHEREAS, many Iowa schools are implementing
  1 18 technology projects and updating technology in their
  1 19 classrooms, including projects involving distance
  1 20 learning, virtual learning, and laptop computers in
  1 21 the classroom; and
  1 22    WHEREAS, technology offers this state a significant
  1 23 opportunity to improve the performance of its schools
  1 24 and to promote a wide range of high=quality
  1 25 educational options utilizing technology for children
  1 26 enrolled in the public schools of this state; NOW
  1 27 THEREFORE,
  1 28    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES,
  1 29 That the Legislative Council is requested to create an
  1 30 interim study committee to examine options for
  2  1 integrating technology to improve elementary and
  2  2 secondary education; and
  2  3    BE IT FURTHER RESOLVED, That the interim study
  2  4 committee membership shall include, but shall not be
  2  5 limited to, members of the General Assembly;
  2  6 representatives from the education community,
  2  7 including representatives from the Department of
  2  8 Education, the area education agency system, local
  2  9 school districts, and accredited nonpublic schools;
  2 10 persons representing school librarians and school
  2 11 media specialists; and members of the public,
  2 12 including members of the business community; and
  2 13    BE IT FURTHER RESOLVED, That the committee's charge
  2 14 shall be to discover and investigate examples of
  2 15 technology that is being used to improve student
  2 16 instruction.  The committee shall examine the current
  2 17 use of technology in Iowa's elementary and secondary
  2 18 classrooms, the use of technology in classrooms
  2 19 throughout the country, and the costs and benefits of
  2 20 its use.  The committee shall review issues including,
  2 21 but not limited to, the impact of technology on
  2 22 student achievement, teacher and student training,
  2 23 economic feasibility, equity, infrastructure needs,
  2 24 technical support, funding options, curriculum
  2 25 delivery and articulation, and classroom management.
  2 26 The interim study committee shall develop a statewide
  2 27 strategy to integrate technology into the classroom to
  2 28 provide innovative learning opportunities for all of
  2 29 Iowa's students and shall submit its findings,
  2 30 recommendations, and statewide strategy in a report to
  3  1 the General Assembly by December 15, 2004.
