  1 A Joint Resolution nullifying an administrative rule establishing
  2    a moratorium on new gambling licenses and providing an
  3    effective date.

  1  1    Section 1.  491 Iowa administrative code, rule 1.6, subrule
  1  2 1, is nullified.
  1  3    Sec. 2.  This joint resolution, being deemed of immediate
  1  4 importance, takes effect upon enactment.
  1  5                           EXPLANATION
  1  6    This joint resolution nullifies an administrative rule
  1  7 adopted by the racing and gaming commission limiting the
  1  8 number of licenses to conduct horse racing to one, the number
  1  9 of licenses to conduct dog racing to two, and the number of
  1 10 licenses to conduct gambling games on excursion boats to 10,
  1 11 restricted to the counties where such boats were operating as
  1 12 of May 1, 1998.
  1 13    The joint resolution takes effect upon enactment.
