                                HOUSE JOINT RESOLUTION

  1 A Joint Resolution authorizing the temporary use and consumption
  2    of wine in the State Capitol in conjunction with the 2004
  3    Annual Meeting of the MidAmerican Chapter of the American
  4    Association of Law Librarians.
  5    WHEREAS, the MidAmerican Chapter of the American Association
  6 of Law Librarians is a prestigious group representing information
  7 resource specialists in all areas of research in both the public
  8 and private sectors; and
  9    WHEREAS, the annual meeting of the MidAmerican Chapter of the
 10 American Association of Law Librarians addresses the major issues
 11 facing libraries, staff, and library users at all levels; and
 12    WHEREAS, wine is customarily served at social events for
 13 member participants attending the annual meeting; and
 14    WHEREAS, under 11 IAC 100.4(8), which prohibits the
 15 consumption of alcoholic beverages on the capitol complex, it is
 16 not possible to serve wine at social events in the State Capitol;
 17 NOW THEREFORE,
 18 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1. Notwithstanding 11 IAC 100.4(8) and any contrary
  1  2 provisions of chapter 123, prohibiting the use and consumption
  1  3 of alcoholic beverages in public places, wine may be used and
  1  4 consumed within the State Capitol at a social event, to be
  1  5 held on or around October 15, 2004, hosted by local membership
  1  6 committees in conjunction with the 2004 Annual Meeting of the
  1  7 MidAmerican Chapter of the American Association of Law
  1  8 Librarians, if the person providing the food and wine at the
  1  9 social event possesses the appropriate valid liquor control
  1 10 license.  For the purposes of this section and section 123.95,
  1 11 the State Capitol is a private place.
  1 12                           EXPLANATION
  1 13    This joint resolution authorizes the consumption of wine at
  1 14 a social event at the state capitol to be held on or around
  1 15 October 15, 2004, in conjunction with the 2004 Annual Meeting
  1 16 of the MidAmerican Chapter of the American Association of Law
  1 17 Librarians.  Current law and rules otherwise prohibit the use
  1 18 and consumption of alcoholic beverages within the state
  1 19 capitol.
