  2    responsibilities and authority.

  1  1    Section 1.  Section 8.22A, subsection 2, Code 2003, is
  1  2 amended to read as follows:
  1  3    2.  a.  The conference shall meet as often as deemed
  1  4 necessary, but shall meet at least quarterly.  The conference
  1  5 may use sources of information deemed appropriate.  At least
  1  6 one of the quarterly meetings shall be held during the regular
  1  7 session of the general assembly.
  1  8    b.  Administrative support and other assistance for the
  1  9 conference shall be provided by the department of management
  1 10 and by other departments and agencies as deemed appropriate by
  1 11 the conference.
  1 12    c.  The conference may retain an organization to serve as
  1 13 an additional source of information as deemed appropriate by
  1 14 the conference.  In selecting an organization, the conference
  1 15 shall give consideration to both public and private
  1 16 organizations.  If an organization is retained, the conference
  1 17 shall review the arrangement with the organization at least
  1 18 every four years.
  1 19                           EXPLANATION
  1 20    This bill relates to the responsibilities and authority of
  1 21 the revenue estimating conference.
  1 22    The bill requires at least one of the conference's
  1 23 quarterly meetings to be held during the regular session of
  1 24 the general assembly.
  1 25    The department of management, other departments of the
  1 26 executive branch, and agencies are required to provide
  1 27 administrative support and other assistance as deemed
  1 28 appropriate by the conference.  In addition, the conference is
  1 29 authorized to retain an organization to serve as an additional
  1 30 source of information to the conference and shall consider
  1 31 both public and private organizations in making a selection.
  1 32 If an organization is retained, the arrangement with the
  1 33 organization must be reviewed as least every four years.
