  1  1    Section 1.  Section 21.3, unnumbered paragraph 1, Code
  1  2 2003, is amended to read as follows:
  1  3    Meetings of governmental bodies shall be preceded by public
  1  4 notice as provided in section 21.4 and shall be held in open
  1  5 session unless closed sessions are expressly permitted by law.
  1  6 Except as provided in section 21.5, all actions and
  1  7 discussions by members, including newly elected members not
  1  8 yet sworn in, at meetings of governmental bodies, whether
  1  9 formal or informal, shall be conducted and executed in open
  1 10 session.
  1 11                           EXPLANATION
  1 12    This bill applies Iowa's open meetings law, Code chapter
  1 13 21, to all actions and discussions of newly elected members of
  1 14 governmental bodies not yet sworn in at meetings of such
  1 15 governmental bodies.
