  1 An Act relating to the issuance of additional antlerless deer
  2    hunting licenses for the 2003=2004 deer hunting seasons.
  3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  Section 483A.8, Code 2003, is amended by adding
  1  2 the following new subsection:
  1  3    NEW SUBSECTION.  4A.  The commission shall provide, by
  1  4 rule, for the issuance of at least eighteen thousand
  1  5 additional antlerless deer hunting licenses for the 2003=2004
  1  6 deer hunting seasons than were issued for the 2002=2003 deer
  1  7 hunting seasons.  The rules shall allocate the additional
  1  8 antlerless licenses between residents, and shall specify the
  1  9 season and zone in which the licenses are valid.  The
  1 10 commission shall allocate the licenses issued under this
  1 11 subsection among the counties based on the populations of
  1 12 deer.
  1 13                           EXPLANATION
  1 14    This bill requires that natural resource commission, by
  1 15 rule, to issue at least 18,000 additional antlerless deer
  1 16 hunting licenses to residents for the 2003=2004 deer hunting
  1 17 seasons than were issued for the 2002=2003 deer hunting
  1 18 seasons.
  1 19    The bill requires that the commission, by rule, specify the
  1 20 season and zone in which the licenses are valid and allocate
  1 21 the licenses among the counties based on the populations of
  1 22 deer.
