  1  1    Section 1.  Section 15.103, unnumbered paragraph 1, Code
  1  2 2003, is amended to read as follows:
  1  3    The Iowa economic development advancement board is created,
  1  4 consisting of eleven voting members appointed by the governor
  1  5 and seven ex officio nonvoting members.  The ex officio
  1  6 nonvoting members are four legislative members; one president,
  1  7 or the president's designee, of the University of Northern
  1  8 Iowa, the University of Iowa, or Iowa State University of
  1  9 science and technology designated by the state board of
  1 10 regents on a rotating basis; and one president, or the
  1 11 president's designee, of a private college or university
  1 12 appointed by the Iowa association of independent colleges and
  1 13 universities; and one superintendent, or the superintendent's
  1 14 designee, of a community college, appointed by the Iowa
  1 15 association of community college presidents.  The legislative
  1 16 members are two state senators, one appointed by the president
  1 17 of the senate, after consultation with the majority leader of
  1 18 the senate, and one appointed by the minority leader of the
  1 19 senate, after consultation with the president of the senate,
  1 20 from their respective parties; and two state representatives,
  1 21 one appointed by the speaker and one appointed by the minority
  1 22 leader of the house of representatives from their respective
  1 23 parties.  Not more than six of the voting members shall be
  1 24 from the same political party.  The secretary of agriculture
  1 25 shall be one of the voting members.  The governor shall
  1 26 appoint the remaining ten voting members of the board for a
  1 27 term of four years beginning and ending as provided by section
  1 28 69.19, subject to confirmation by the senate, and the
  1 29 governor's appointments shall include persons knowledgeable of
  1 30 the various elements of the department's responsibilities.
  1 31    Sec. 2.  Section 15.105, Code 2003, is amended to read as
  1 32 follows:
  1 33    15.105  DEPARTMENT OF ECONOMIC DEVELOPMENT ADVANCEMENT ==
  1 34 DIRECTOR.
  1 35    The Iowa department of economic development advancement is
  2  1 created.  The department shall be administered by a director
  2  2 who shall be appointed by the governor subject to confirmation
  2  3 by the senate and shall serve at the pleasure of the governor.
  2  4 If the office of the director becomes vacant, the vacancy
  2  5 shall be filled in the same manner as provided for the
  2  6 original appointment.

  2 27 in lieu thereof the words "department of economic
  2 28 advancement".
  2 29    2.  Sections 10C.1, 10C.3, 10C.6, 15.102, 15.294, 15.317,
  2 30 15.343, 15E.64, 15E.134, 15E.145, 15E.202, 15E.206, 15E.208,
  2 31 68B.35, 260G.6, and 308.1, Code 2003, are amended by striking
  2 32 from the sections the words "economic development board" and
  2 33 inserting in lieu thereof the words "economic advancement
  2 34 board".
  2 35    3.  The Code editor is directed to substitute the words
  3  1 "department of economic advancement" for the words "department
  3  2 of economic development" anywhere in the Code when there
  3  3 appears to be no doubt as to the intent to refer to the
  3  4 department of economic development.
  3  5    4.  The Code editor is directed to substitute the words
  3  6 "economic advancement board" for the words "economic
  3  7 development board" anywhere in the Code when there appears to
  3  8 be no doubt as to the intent to refer to the economic
  3  9 development board.
  3 10    5.  The Code editor is directed to correct any references
  3 11 to the renamed department of economic advancement and the
  3 12 economic advancement board anywhere else in the Code, in any
  3 13 bills awaiting codification, and in any bills enacted by the
  3 14 Eightieth General Assembly, 2003 Regular Session.
  3 15    Sec. 4.  PRINTED MATERIALS.  Notwithstanding the name
  3 16 changes to be implemented pursuant to this Act, the department
  3 17 of economic development shall utilize all printed materials in
  3 18 stock at the department on the effective date of this Act,
  3 19 unless information in a printed material contains incorrect
  3 20 information regarding a program of the department or another
  3 21 state agency.
  3 22                           EXPLANATION
  3 23    This bill changes the name of the department of economic
  3 24 development to the department of economic advancement.  The
  3 25 bill also changes the name of the Iowa economic development
  3 26 board to the Iowa economic advancement board.  The bill
  3 27 provides that, notwithstanding the name changes in the bill,
  3 28 the department is required to utilize all printed materials in
  3 29 stock at the department, unless a printed material contains
  3 30 incorrect information.
