  1  1    Section 1.  Section 280.12, subsection 2, Code 2003, is
  1  2 amended by adding the following new paragraph:
  1  3    NEW PARAGRAPH.  f.  Foreign language needs at the
  1  4 elementary school level.
  1  5                           EXPLANATION
  1  6    This bill requires a school district to consider its school
  1  7 improvement advisory committee's recommendations on the
  1  8 foreign language needs at the elementary school level.
  1  9    Each school board and accredited nonpublic school is
  1 10 required under the Code to appoint a school improvement
  1 11 advisory committee to make recommendations to the board or
  1 12 authorities.  The committee consists of students, parents,
  1 13 teachers, administrators, and representatives from the local
  1 14 community.
