  1  1    Section 1.  Section 23A.2, subsection 10, Code 2003, is
  1  2 amended by adding the following new paragraph:
  1  3    NEW PARAGRAPH.  q.  The acceptance and sale or other
  1  4 disposition of an interest in property offered by a debtor in
  1  5 payment or compromise of a personal debt owed to the state.
  1  6                           EXPLANATION
  1  7    This bill creates an exception to Code chapter 23A relating
  1  8 to noncompetition by state government by allowing the state or
  1  9 any of its political subdivisions to accept and sell or
  1 10 otherwise dispose of property offered by a debtor in payment
  1 11 or compromise of a personal debt owed to the state.
  1 12 "Political subdivision" means a city, county, or school
  1 13 corporation.
