A BILL FOR
1 An Act relating to coverage under a policy or contract providing
2 for third=party payment or prepayment of health or medical
3 expenses by providing coverage for costs associated with
4 certain medication and training for the treatment of diabetes.
5 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 1 Section 1. Section 514C.18, subsection 1, paragraph b,
1 2 subparagraph (2), unnumbered paragraph 1, Code 2003, is
1 3 amended to read as follows:
1 4 The diabetic self=management training and education program
1 5 is certified by the American diabetes association or the Iowa
1 6 department of public health. The department shall follow the
1 7 standards set forth by the American diabetes association for
1 8 certification and renewal of the diabetes self=management
1 9 programs. The department shall consult with the American
1 10 diabetes association, Iowa affiliate, in developing the
1 11 standards for certification of diabetes education programs as
1 12 follows:
1 13 Sec. 2. Section 514C.18, subsection 1, paragraph b,
1 14 subparagraph (2), subparagraph subdivision (a), part (ii),
1 15 Code 2003, is amended to read as follows:
1 16 (ii) Poor glycemic control as evidenced by a glycosylated
1 17 hemoglobin of nine eight and five=tenths or more in the ninety
1 18 days before attending the training.
1 19 Sec. 3. Section 514C.18, subsection 1, paragraph b,
1 20 subparagraph (2), subparagraph subdivision (b), Code 2003, is
1 21 amended to read as follows:
1 22 (b) An individual who receives the initial training shall
1 23 be eligible for a single follow=up training session of up to
1 24 one hour two hours each year.
1 25 Sec. 4. Section 514C.18, subsection 1, Code 2003, is
1 26 amended by adding the following new paragraph:
1 27 NEW PARAGRAPH. c. Medications approved by the United
1 28 States food and drug administration for the control of blood
1 29 sugar levels, including insulin and oral agents, prescribed by
1 30 the patient's physician.
1 31 EXPLANATION
1 32 This bill amends Code section 514C.18, relating to
1 33 insurance coverage for diabetes. The bill provides that a
1 34 policy or contract providing for third=party payment or
1 35 prepayment of health or medical expenses shall provide
2 1 coverage for costs associated with certain medication and
2 2 training programs related to the treatment of diabetes
2 3 mellitus.
