1 An Act establishing a multiagency quality service review pilot

3 education, and child welfare systems and providing an
4 appropriation.

1 1 Section 1. QUALITY SERVICE REVIEW PILOT PROJECT. There is
1 2 appropriated from the general fund of the state to the
1 3 department of human services for the fiscal year beginning
1 4 July 1, 2003, and ending June 30, 2004, the following amount,
1 5 or so much thereof as is necessary, to be used for the purpose
1 6 designated:
1 7 For a grant to a community empowerment area board located
1 8 in a county with a population between 103,000 and 105,000 in
1 9 the latest decennial census to be used to implement a pilot
1 10 project in accordance with this section:

1 12 The grant shall be used over a three=year period to develop
1 13 a statewide model for a multiagency quality service review
1 14 process for the highest=cost child cases within the juvenile
1 15 justice, education, and child welfare systems. The design
1 16 team for the project shall consist of approximately nine to 12
1 17 persons representative of persons and agencies in the area
1 18 involved with special education, mental health, juvenile
1 19 court, and child welfare systems. The grant shall be used for
1 20 training, technical assistance, and administrative components
1 21 of the project. The grantee shall provide regular reports to
1 22 the department concerning status, findings, and
1 23 recommendations.
1 24 EXPLANATION
1 25 This bill provides an appropriation to the department of
1 26 human services for a grant to implement a multiagency quality
1 27 service review pilot project directed to highest=cost child
1 28 cases in the juvenile justice, education, and child welfare
1 29 systems. The grant is to be made to a community empowerment
1 30 area board located in a county with a population between
1 31 103,000 and 105,000. The pilot project design team is to
1 32 include persons representative of persons and agencies in the
1 33 area involved with the three systems as well as the mental
1 34 health system. The pilot project is to be conducted over a
1 35 three=year period.
