4 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 1 Section 1. Section 28.2, Code 2003, is amended by adding
1 2 the following new subsection:
1 3 NEW SUBSECTION. 5. It is the intent of the general
1 4 assembly that as part of building the capacity and commitment
1 5 of local communities to meet the desired results stated in
1 6 subsection 2, that newborn visitation services will be fully
1 7 funded as necessary to make these services available statewide
1 8 by the fiscal year beginning July 1, 2005.
1 9 EXPLANATION
1 10 This bill states legislative intent to fully fund newborn
1 11 visitation services in order to make these services available
1 12 statewide by the fiscal year beginning July 1, 2005. The bill
1 13 codifies the statement of intent in Code section 28.3,
1 14 relating to the purpose and scope of the community empowerment
1 15 Act. The bill provides that full funding of the newborn
1 16 visitation services will be provided in order to meet the
1 17 desired results for the community empowerment Act as stated in
1 18 current law. These desired results are: healthy children,
1 19 children ready to succeed in school, safe and supportive
1 20 communities, secure and nurturing families, and secure and
1 21 nurturing child care environments.
