  1  1    Section 1.  NEW SECTION.  47.9  STUDENT POLITICAL AWARENESS
  1  2 == SECRETARY'S DUTIES.
  1  3    1.  The secretary of state, in the secretary's capacity as
  1  4 state commissioner of elections and state registrar of voters,
  1  5 may sponsor, create, support, or promote student political
  1  6 awareness.  When participating in activities of, or making
  1  7 presentations to, any student political awareness club,
  1  8 association, or organization, the secretary of state shall do
  1  9 all of the following:
  1 10    a.  When scheduled to speak at a school function, notify
  1 11 political parties at least two weeks before the date of the
  1 12 function.
  1 13    b.  When participating in activities or making a
  1 14 presentation related to political awareness at a school
  1 15 function, offer political parties an opportunity to
  1 16 participate or make presentations related to political
  1 17 awareness.
  1 18    c.  When planning to distribute information about, or
  1 19 promote, a student political awareness club, association, or
  1 20 organization, by mail or other means, notify political parties
  1 21 of such plans.
  1 22    d.  When distributing information about, or promoting, a
  1 23 student political awareness club, association, or
  1 24 organization, include an equal amount of information from all
  1 25 political parties.
  1 26    2.  For purposes of this section:
  1 27    a.  "Political party" means as defined in section 43.2.
  1 28    b.  "School" means a public or nonpublic institution
  1 29 providing primary or secondary education.
  1 30                           EXPLANATION
  1 31    This bill allows the secretary of state, in the secretary's
  1 32 capacity as state commissioner of elections and state
  1 33 registrar of voters, to sponsor, create, support, or promote
  1 34 student political awareness.  The bill requires the secretary
  1 35 of state to notify political parties when the secretary is
  2  1 scheduled to speak at a school function.  The secretary is
  2  2 further required to offer political parties an opportunity to
  2  3 participate or make presentations at a school function at
  2  4 which the secretary is participating or making a presentation
  2  5 related to political awareness.  The bill also requires the
  2  6 secretary of state to notify political parties when the
  2  7 secretary plans to distribute information about, or promote, a
  2  8 student political awareness club, association, or organization
  2  9 and requires that the information or promotion include an
  2 10 equal amount of information from all political parties.
  2 11    The bill defines "political party" and "school".
