  1  1    Section 1.  Section 483A.1, subsection 1, paragraph k, Code
  1  2 2003, is amended to read as follows:
  1  3    k.  Bait Retail bait dealer license ................ $  30.50
  1  4    Sec. 2.  Section 483A.1, subsection 1, Code 2003, is
  1  5 amended by adding the following new paragraph:
  1  6    NEW PARAGRAPH.  t.  Wholesale bait dealer license .. $ 200.00
  1  7    Sec. 3.  Section 483A.1, subsection 2, paragraph l, Code
  1  8 2003, is amended to read as follows:
  1  9    l.  Bait Retail bait dealer license ................ $  66.00
  1 10    Sec. 4.  Section 483A.1, subsection 2, Code 2003, is
  1 11 amended by adding the following new paragraph:
  1 12    NEW PARAGRAPH.  t.  Wholesale bait dealer license .. $ 400.00
  1 13    Sec. 5.  Section 483A.20, Code 2003, is amended to read as
  1 14 follows:
  1 15    483A.20  RECIPROCITY.
  1 16    Licenses for bait dealers or for fishing, hunting, or fur
  1 17 harvesting shall not be issued to residents of states that do
  1 18 not sell similar licenses or certificates to residents of
  1 19 Iowa.  However, the licensing of nonresident bait dealers who
  1 20 sell at wholesale to licensed dealers in Iowa for resale is
  1 21 permitted.
  1 22    Sec. 6.  EFFECTIVE DATE.  This Act takes effect December
  1 23 15, 2003, and applies to licenses and fees for bait dealers'
  1 24 activities for years beginning on or after January 1, 2004.
  1 25                           EXPLANATION
  1 26    This bill changes the name of the resident and nonresident
  1 27 bait dealer licenses to resident and nonresident retail bait
  1 28 dealer licenses.  The bill also creates resident and
  1 29 nonresident wholesale bait dealer licenses.  The fee for the
  1 30 resident wholesale bait dealer license is $200 and the fee for
  1 31 the nonresident wholesale bait dealer license is $400.
  1 32    Code section 483A.20 is also amended to strike an exception
  1 33 to the bait dealers' reciprocity provision which authorized
  1 34 the licensing of nonresident bait dealers who sell at
  1 35 wholesale to licensed dealers in Iowa for resale.
  2  1    The bill takes effect on December 15, 2003, and is
  2  2 applicable to licenses and fees for bait dealers' activities
  2  3 beginning on or after January 1, 2004.
