  1  1    Section 1.  DEPARTMENT OF ADMINISTRATIVE SERVICES == STATE=

  1  3 DISTRIBUTION OF PROCEEDS.
  1  4    1.  Consistent with the requirements of section 8A.361, the
  1  5 department of administrative services shall be the sole
  1  6 department authorized to operate a pool of passenger vehicles
  1  7 located in Polk county for temporary assignment to multiple
  1  8 drivers of a state department or agency that is located within
  1  9 Polk county.  By September 30, 2004, all passenger vehicles
  1 10 located in Polk county and designated for use by multiple
  1 11 drivers that are assigned to a state department or agency
  1 12 within Polk county on January 1, 2004, or later shall be
  1 13 returned to the department of administrative services for use
  1 14 and disposition as provided by this section.
  1 15    2.  On or before December 31, 2004, the department of
  1 16 administrative services shall sell at auction thirty percent
  1 17 of passenger vehicles returned to the department of
  1 18 administrative services pursuant to subsection 1 and passenger
  1 19 vehicles otherwise under the control of the department for use
  1 20 by multiple drivers of state departments or agencies within
  1 21 Polk county.  Notwithstanding the provisions of section 8A.364
  1 22 to the contrary, proceeds from the sale of motor vehicles as
  1 23 provided by this subsection shall be deposited in the
  1 24 depreciation account of the department of public safety and
  1 25 are appropriated for the purchase of motor vehicles for the
  1 26 Iowa state patrol.
  1 27    3.  For purposes of this section, "passenger vehicles"
  1 28 means United States environmental protection agency designated
  1 29 compact sedans, compact wagons, midsize sedans, midsize
  1 30 wagons, full=size sedans, and passenger minivans.  "Passenger
  1 31 vehicles" does not mean utility vehicles, vans other than
  1 32 passenger minivans, fire trucks, ambulances, motor homes,
  1 33 buses, medium=duty and heavy=duty trucks, heavy construction
  1 34 equipment, and other highway maintenance vehicles, vehicles
  1 35 assigned for law enforcement purposes, and any other classes
  2  1 of vehicles of limited application approved by the director of
  2  2 the department of administrative services.
  2  3                           EXPLANATION
  2  4    This bill concerns the disposition and sale of certain
  2  5 state=owned passenger vehicles.
  2  6    The bill provides that the department of administrative
  2  7 services shall be the sole department authorized to operate a
  2  8 pool of passenger vehicles located in Polk county for
  2  9 temporary assignments to multiple drivers of a state
  2 10 department or agency that is located within Polk county.  The
  2 11 bill provides that by September 30, 2004, all such passenger
  2 12 vehicles that are assigned to a state department or agency
  2 13 within Polk county on January 1, 2004, or later shall be
  2 14 returned to the department of administrative services.  The
  2 15 bill then provides that on or before December 31, 2004, the
  2 16 department shall sell at auction 30 percent of the vehicles
  2 17 returned to the department and other passenger vehicles
  2 18 otherwise under the control of the department and used in a
  2 19 pool of vehicles for use by multiple drivers in Polk county.
  2 20 The bill then provides that the proceeds from the sale of
  2 21 these passenger vehicles be deposited in the depreciation
  2 22 account of the department of public safety and are
  2 23 appropriated for the purchase of vehicles for the Iowa state
  2 24 patrol.
