1 1 Section 1. Section 136A.2, Code 2003, is amended to read
1 2 as follows:
1 3 136A.2 ESTABLISHMENT OF BIRTH DEFECTS CHILDREN'S SPECIAL
1 4 NEEDS INSTITUTE.
1 5 There is established within the Iowa department of public
1 6 health a birth defects children's special needs institute to
1 7 initiate and conduct investigations of the causes, mortality,
1 8 methods of treatment, prevention and cure of birth defects and
1 9 related diseases and to develop and administer genetic and
1 10 metabolic screening programs and other related activities
1 11 where the programs will aid in the prevention or treatment of
1 12 a particular genetic or metabolic defect or disease. The
1 13 birth defects children's special needs institute shall assume
1 14 responsibility for development and implementation of screening
1 15 and educational programs for sickle cell anemia and other
1 16 genetic blood disorders.
1 17 Sec. 2. Section 136A.3, unnumbered paragraph 1, Code 2003,
1 18 is amended to read as follows:
1 19 The birth defects children's special needs institute may:
1 20 Sec. 3. Section 136A.5, Code 2003, is amended to read as
1 21 follows:
1 22 136A.5 RULES, REGULATIONS, AND STANDARDS.
1 23 The birth defects children's special needs institute, with
1 24 assistance provided by the Iowa department of public health,
1 25 shall adopt rules pursuant to chapter 17A to implement this
1 26 chapter.
1 27 Sec. 4. Section 136A.6, Code 2003, is amended to read as
1 28 follows:
1 29 136A.6 CENTRAL REGISTRY == CONFIDENTIALITY.
1 30 The birth defects children's special needs institute may
1 31 maintain a central registry to collect and store report data
1 32 to facilitate the compiling of statistical information on the
1 33 causes, treatment, prevention, and cure of genetic disorders
1 34 and birth defects. Identifying information shall remain
1 35 confidential pursuant to section 22.7, subsection 2.
2 1 Sec. 5. CODE EDITOR DIRECTIVE. The Code editor is
2 2 directed to replace the term "birth defects institute" with
2 3 the term "children's special needs institute" in any other
2 4 statute contained in the 2003 Code or which is amended or
2 5 enacted in other legislation enacted during the 2003 Session
2 6 of the Eightieth General Assembly. The Code editor is further
2 7 directed to make the same replacement in statutes appearing in
2 8 any legislation that was enacted prior to the 2003 Session of
2 9 the Eightieth General Assembly, but that will be codified on
2 10 or after the effective date of this Act.
2 11 EXPLANATION
2 12 This bill changes the name of the birth defects institute
2 13 to the children's special needs institute.
