  1  1    Section 1.  NEW SECTION.  73.3A  CONTRACT EMPLOYEE
  1  2 SERVICES.
  1  3    A person who contracts with a commission, board, committee,
  1  4 officer, or other governing body of the state to provide
  1  5 administrative, labor, or other services that would otherwise
  1  6 be provided by state employees shall, as a condition of
  1  7 receiving the contract, report all payments received under the
  1  8 contract to the department of management.  The department of
  1  9 management shall annually prepare an analysis of the reports
  1 10 and provide the analysis to the general assembly.
  1 11                           EXPLANATION
  1 12    This bill requires a person who provides administrative,
  1 13 labor, or other services to state agencies that would
  1 14 otherwise be provided by state employees to report the
  1 15 payments received to the department of management.  The
  1 16 department is required to annually analyze the reports and
  1 17 provide the information to the general assembly.
