  1  1    Section 1.  Section 483A.24, subsection 13, Code 2003, is
  1  2 amended to read as follows:
  1  3    13.  Upon payment of the fee of thirty dollars for a
  1  4 lifetime hunting and fishing combined license, the department
  1  5 The commission shall issue without charge a special lifetime
  1  6 hunting and fishing combined license to a resident of Iowa who
  1  7 is a veteran, as defined in section 35.1, who was disabled or
  1  8 was a prisoner of war during that veteran's military service.
  1  9 The department shall prepare an application to be used by a
  1 10 person requesting a hunting and fishing combined license under
  1 11 this subsection.  The commission of veterans affairs shall
  1 12 assist the department in verifying the status or claims of
  1 13 applicants under this subsection.  As used in this subsection,
  1 14 "disabled" means entitled to compensation under the United
  1 15 States Code, Title 38, ch. 11.
  1 16                           EXPLANATION
  1 17    This bill provides that the natural resource commission
  1 18 shall issue a free special lifetime hunting and fishing
  1 19 combined license to a resident of Iowa who is a veteran, as
  1 20 defined in Code section 35.1.  Code section 35.1 defines a
  1 21 veteran as a resident of this state who served in the armed
  1 22 forces of the United States at any time during certain
  1 23 specified dates and who was discharged under honorable
  1 24 conditions.  Code section 35.1 also provides that a veteran
  1 25 includes certain persons who served in the reserve forces of
  1 26 the United States and the Iowa national guard as well as other
  1 27 specified entities.
  1 28    Currently, such a special lifetime hunting and fishing
  1 29 combined license is available only to a veteran who was
  1 30 disabled or was a prisoner of war during the veteran's
  1 31 military service, for a fee of $30.
