1 An Act making appropriations from the general fund of the state
2 to the department of corrections for inmate education and
3 training.
4 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 1 Section 1. There is appropriated from the general fund of
1 2 the state to the department of corrections for the fiscal year
1 3 beginning July 1, 2004, and ending June 30, 2005, the
1 4 following amount, or so much thereof as is necessary, to be
1 5 used for improving educational and technical training for
1 6 female inmates in correctional institutions, for training for
1 7 male and female inmates in parenting and other skills to
1 8 strengthen families, and for continuing education and training
1 9 after release from a correctional institution through
1 10 community correctional programming and other referral or
1 11 support agencies:

1 13 Of the amount appropriated in this section, up to $100,000
1 14 shall be used to establish not more than two pilot programs
1 15 for inmate continuing education and training after release
1 16 from a correctional institution. The moneys shall be awarded
1 17 to the judicial district departments of correctional services
1 18 on a competitive grant basis.
1 19 EXPLANATION
1 20 This bill makes appropriations for fiscal year 2004=2005
1 21 from the general fund of the state to the department of
1 22 corrections. Under the bill, the moneys are to be used for
1 23 educational and technical training for female inmates in
1 24 correctional institutions, for training for male and female
1 25 inmates in parenting and other skills to strengthen families,
1 26 and for continuing education and training after release from a
1 27 correctional institution through community correctional
1 28 programming and other referral or support agencies.
1 29 The bill also requires that up to $100,000 be used to
1 30 establish not more than two pilot programs for inmate
1 31 continuing education and training after release from a
1 32 correctional institution. The bill provides that the moneys
1 33 shall be awarded to the judicial district departments of
1 34 correctional services on a competitive grant basis.
