  1  1    Section 1.  Section 15F.203, subsection 3, paragraph e,
  1  2 Code 2003, is amended to read as follows:
  1  3    e.  The project is primarily a vertical infrastructure
  1  4 project with demonstrated substantial regional or statewide
  1  5 economic impact.  For purposes of the program, "vertical
  1  6 infrastructure" means land acquisition and construction, major
  1  7 renovation and major repair of buildings, all appurtenant
  1  8 structures, utilities, site development, and recreational
  1  9 trails.  "Vertical infrastructure" does not include routine,
  1 10 recurring maintenance or operational expenses or leasing of a
  1 11 building, appurtenant structure, or utility without a lease=
  1 12 purchase agreement.  The project may include, in whole or in
  1 13 part, a recreational trail.
  1 14    Sec. 2.  Section 15F.303, subsection 3, paragraph a, Code
  1 15 2003, is amended to read as follows:

  1 28    This bill provides that recreational trail development may
