  1  1    Section 1.  CONSOLIDATION AND FLEXIBILITY OF HOME AND
  1  2 COMMUNITY=BASED SERVICES WAIVERS.  The department of human
  1  3 services shall consolidate the home and community=based
  1  4 services waivers under the medical assistance program in
  1  5 accordance with the following in order to accomplish the
  1  6 purpose specified:
  1  7    1.  Remove service=specific requirements in order to
  1  8 provide flexibility in the types of services provided to
  1  9 waiver recipients.
  1 10    2.  Replace daily and monthly recipient expenditure
  1 11 maximums with annualized expenditure maximums to increase
  1 12 flexibility of the overall program.
  1 13                           EXPLANATION
  1 14    This bill directs the department of human services to
  1 15 consolidate the home and community=based services waivers
  1 16 under the medical assistance (Medicaid) program in order to
  1 17 increase flexibility in the services provided and in the
  1 18 overall program.  In order to accomplish increased
  1 19 flexibility, the bill directs the department of human services
  1 20 specifically to remove service=specific requirements and to
  1 21 replace daily and monthly recipient expenditure maximums with
  1 22 annualized expenditure maximums.
