  3    communications network.

  1  1    Section 1.  Section 261C.4, Code 2003, is amended to read
  1  2 as follows:
  1  3    261C.4  AUTHORIZATION.
  1  4    1.  An eligible pupil may make application to an eligible
  1  5 institution to allow the eligible pupil to enroll for academic
  1  6 or vocational=technical credit in a nonsectarian course
  1  7 offered at that eligible institution.  A comparable course, as
  1  8 defined in rules made by the board of directors of the public
  1  9 school district, must not be offered by the school district or
  1 10 accredited nonpublic school which the pupil attends.  If an
  1 11 eligible institution accepts an eligible pupil for enrollment
  1 12 under this section, the institution shall send written notice
  1 13 to the pupil, the pupil's school district or accredited
  1 14 nonpublic school or the school for the deaf or the Iowa
  1 15 braille and sight saving school, and the department of
  1 16 education.  The notice shall list the course, the clock hours
  1 17 the pupil will be attending the course, and the number of
  1 18 hours of postsecondary academic or vocational=technical credit
  1 19 that the eligible pupil will receive from the eligible
  1 20 institution upon successful completion of the course.
  1 21    2.  If the eligible pupil accepted for enrollment pursuant
  1 22 to subsection 1 submits a written request to the institution
  1 23 for delivery of the course over the Iowa communications
  1 24 network, the institution shall, in cooperation with the
  1 25 pupil's school district, make every reasonable effort to
  1 26 deliver as much of the coursework as possible to the pupil via
  1 27 the Iowa communications network.
  1 28                           EXPLANATION
  1 29    This bill requires a postsecondary institution that accepts
  1 30 a high school pupil under the postsecondary enrollment options
  1 31 Act to work with the pupil's school district to make every
  1 32 reasonable effort to provide as much of the coursework as
  1 33 possible to the pupil via the Iowa communications network upon
  1 34 receiving a written request from the pupil.
