  1  1    Section 1.  Section 144.13A, subsection 2, Code Supplement
  1  2 2003, is amended to read as follows:
  1  3    2.  The state registrar shall charge the parent a separate
  1  4 fee established under section 144.46 for a certified copy of
  1  5 the certificate.  The certified copy shall be mailed to the
  1  6 parent by the state registrar.  Unless a biological parent
  1  7 declines the mailing or receipt of a certified copy, the
  1  8 mailing of a certified copy of the certificate to a biological
  1  9 parent shall not be precluded by the execution of a release of
  1 10 custody under chapter 600A, and a biological parent shall be
  1 11 provided with a certified copy of the certificate until such
  1 12 time as a final adoption decree has been issued under chapter
  1 13 600.
  1 14                           EXPLANATION
  1 15    This bill provides that unless a biological parent declines
  1 16 the mailing of a certified copy of a certificate of birth to
  1 17 the parent, the execution of a release of custody under the
  1 18 termination of parental rights Code chapter does not preclude
  1 19 the mailing of the certified copy to the biological parent and
  1 20 the certified copy is to be provided to a biological parent
  1 21 until a final adoption decree has been issued.
