  1  1    Section 1.  Section 21.5, subsection 1, Code 2003, is
  1  2 amended by adding the following new paragraph:
  1  3    NEW PARAGRAPH.  l.  When a city or county governmental body
  1  4 wishes to discuss and negotiate economic development projects.
  1  5    Sec. 2.  Section 22.7, subsection 8, Code Supplement 2003,
  1  6 is amended to read as follows:
  1  7    8.  Iowa department of economic development and city or
  1  8 county information on an industrial or business prospect with
  1  9 which the department or a city or county is currently
  1 10 negotiating.
  1 11                           EXPLANATION
  1 12    Code chapter 21, the open meetings law, allows a
  1 13 governmental body to hold a closed session, pursuant to a two=
  1 14 thirds vote, for a series of reasons.  The bill allows a
  1 15 meeting of a city or county governmental body to be closed to
  1 16 discuss and negotiate certain economic development projects.
  1 17    Code section 22.7, subsection 8, allows Iowa department of
  1 18 economic development information on an industrial prospect to
  1 19 be closed to public inspection.  The bill expands this
  1 20 provision to include information concerning a business as well
  1 21 as an industrial prospect and to make the exemption applicable
  1 22 to a city or county as well as to the department of economic
  1 23 development.
