1 An Act relating to region and grant requirements for the
2 comprehensive substance abuse treatment program administered
3 by the Iowa department of public health.

1 1 Section 1. Section 125.12, subsection 1, Code 2003, is
1 2 amended to read as follows:
1 3 1. The commission shall review a comprehensive and co=
1 4 ordinated coordinated program for the treatment of substance
1 5 abusers, chronic substance abusers, intoxicated persons, and
1 6 concerned family members. Subject to the review of the
1 7 commission, the director shall divide the state into
1 8 appropriate regions for the conduct of the program and
1 9 establish standards for the development of the program on the
1 10 regional level. In establishing the regions, consideration
1 11 shall be given to city and county lines, population
1 12 concentrations, and existing substance abuse treatment
1 13 services. In determining the regions, the director is not
1 14 required to follow the regional map as prepared by the former
1 15 office for planning and programming. The program is subject
1 16 to all of the following:
1 17 a. The regions shall be periodically reviewed and revised
1 18 to reflect demographic changes and to deliver treatment
1 19 services in a manner which serves the persons participating in
1 20 the program as close to the persons' communities as is
1 21 reasonable. The review and revision shall be repeated at
1 22 least every ten years.
1 23 b. A region may consist of a single county.
1 24 c. A program grant may be awarded to more than one program
1 25 within a region.
1 26 d. Prior to awarding grants for a new grant authorization
1 27 period, the director shall solicit and give equal
1 28 consideration to all grant applications received.
1 29 EXPLANATION
1 30 This bill relates to region and grant requirements for the
1 31 comprehensive substance abuse program administered by the Iowa
1 32 department of public health.
1 33 Current law, in Code section 125.12, requires the director
1 34 of public health, subject to the review of the commission on
1 35 substance abuse, to designate the comprehensive program's
2 1 regions based upon consideration of various factors.
2 2 The bill requires the regions to be periodically reviewed
2 3 and revised in order to serve participants as close to the
2 4 participants' communities as is reasonable; allows a region to
2 5 consist of a single county; allows grants to be issued to more
2 6 than one program within a region; and requires solicitation
2 7 and equal consideration of new applications prior to a new
2 8 grant authorization period.
