  1  1    Section 1.  Section 99B.7, subsection 1, paragraph c,
  1  2 unnumbered paragraph 1, Code Supplement 2003, is amended to
  1  3 read as follows:
  1  4    Cash or merchandise prizes may be awarded in the game of
  1  5 bingo and, except as otherwise provided in this paragraph,
  1  6 shall not exceed one hundred dollars.  Merchandise prizes may
  1  7 be awarded in the game of bingo, but the actual retail value
  1  8 of the prize, or if the prize consists of more than one item,
  1  9 unit or part, the aggregate retail value of all items, units
  1 10 or parts, shall not exceed the maximum provided by this
  1 11 paragraph.  A jackpot bingo game may be conducted once twice
  1 12 during any twenty=four hour twenty=four=hour period in which
  1 13 the prize may begin at not more than three five hundred
  1 14 dollars in cash or actual retail value of merchandise prizes
  1 15 and may be increased by not more than one hundred dollars in
  1 16 cash or actual retail value of merchandise prizes after each
  1 17 bingo occasion to a maximum prize of one thousand dollars in
  1 18 cash or actual retail value of merchandise prizes for the
  1 19 first jackpot bingo game and two thousand five hundred dollars
  1 20 in cash or actual retail value of merchandise prizes for the
  1 21 second jackpot bingo game.  However, the cost of play in a
  1 22 jackpot bingo game shall not be increased and the jackpot
  1 23 shall not amount to more than eight hundred dollars in cash or
  1 24 actual retail value of merchandise prizes.  A jackpot bingo
  1 25 game is not prohibited by paragraph "h".  A bingo occasion
  1 26 shall not last for longer than four consecutive hours.  A
  1 27 qualified organization shall not hold more than fourteen bingo
  1 28 occasions per month.  Bingo occasions held under a limited
  1 29 license shall not be counted in determining whether a
  1 30 qualified organization has conducted more than fourteen bingo
  1 31 occasions per month, nor shall bingo occasions held under a
  1 32 limited license be limited to four consecutive hours.  With
  1 33 the exception of a limited license bingo, no more than three
  1 34 bingo occasions per week shall be held within a structure or
  1 35 building and only one person licensed to conduct games under
  2  1 this section may hold bingo occasions within a structure or
  2  2 building.  A licensed qualified organization shall not conduct
  2  3 free games.
  2  4                           EXPLANATION
  2  5    This bill deals with allowable jackpots for bingo games.
  2  6 Code section 99B.7, subsection 1, is amended to permit two
  2  7 jackpot bingo games during a 24=hour period and to authorize a
  2  8 maximum prize of $1,000 for the first jackpot bingo game and
  2  9 $2,500 for the second jackpot bingo game.  In addition, the
  2 10 bill provides that the starting jackpot for a bingo game shall
  2 11 not exceed $500.  Under current law, only one jackpot bingo
  2 12 game is authorized with a maximum prize of $800 and a starting
  2 13 jackpot of no more than $300.
