  1  1    Section 1.  Section 904.315, unnumbered paragraph 2, Code
  1  2 Supplement 2003, is amended to read as follows:
  1  3    A contract is not required for improvements at a state
  1  4 institution where the labor of inmates is to be used if the
  1  5 contract is not for a construction, reconstruction,
  1  6 demolition, or repair project or improvement with an estimated
  1  7 cost in excess of twenty=five fifty thousand dollars.
  1  8                           EXPLANATION
  1  9    This bill increases the dollar threshold from an amount in
  1 10 excess of $25,000 to an amount in excess of $50,000, at which
  1 11 the director of the department of administrative services must
  1 12 let contracts for improvements at a state institution where
  1 13 inmate labor is to be used and the contract is not for a
  1 14 construction, reconstruction, demolition, or repair project or
  1 15 improvement.  The Code requires the director to let all
  1 16 contracts for improvements in excess of $25,000 where inmate
  1 17 labor is not to be used.
