1 An Act relating to and making appropriations of birth certificate
2 fees to the birth defects registry and for child abuse
3 prevention programs, and providing an effective date.

1 1 Section 1. Section 144.13A, subsection 4, paragraph a,
1 2 Code Supplement 2003, is amended to read as follows:
1 3 a. It is the intent of the general assembly that the funds
1 4 generated from the registration fees be appropriated and used
1 5 as follows:
1 6 (1) Beginning July 1, 2003, and ending June 30, 2005, ten
1 7 dollars of each registration fee is appropriated and shall be
1 8 used for primary and secondary child abuse prevention programs
1 9 pursuant to section 235A.1, and five dollars of each
1 10 registration fee is appropriated and shall be used for the
1 11 birth defects institute central registry established pursuant
1 12 to section 136A.6.
1 13 (2) Beginning July 1, 2005, ten dollars of each
1 14 registration fee is appropriated and shall be used for primary
1 15 and secondary child abuse prevention programs pursuant to
1 16 section 235A.1, and ten dollars of each registration fee is
1 17 appropriated and shall be used for the birth defects institute
1 18 central registry established pursuant to section 136A.6.
1 19 Sec. 2. EFFECTIVE DATE. This Act, being deemed of
1 20 immediate importance, takes effect upon enactment.
1 21 EXPLANATION
1 22 This bill provides for a standing appropriation of fees
1 23 generated from the registration of certificates of birth. The
1 24 fee for a certificate of birth is $15 beginning July 1, 2003,
1 25 and ending June 30, 2005, and is $20 beginning July 1, 2005,
1 26 and thereafter.
1 27 Beginning July 1, 2003, and ending June 30, 2005, $10 of
1 28 each fee is appropriated for primary and secondary child abuse
1 29 prevention programs, and $5 of each fee is appropriated for
1 30 the birth defects institute central registry. Beginning July
1 31 1, 2005, $10 of each fee is appropriated for primary and
1 32 secondary child abuse prevention programs, and $10 of each fee
1 33 is appropriated for the birth defects institute central
1 34 registry.
1 35 The bill takes effect upon enactment.
