  1  1    Section 1.  Section 21.2, subsection 1, Code 2003, is
  1  2 amended by adding the following new paragraph:
  1  3    NEW PARAGRAPH.  i.  Either house of the legislature, a
  1  4 standing committee of either house of the legislature, or a
  1  5 joint conference committee.  "Governmental body" does not mean
  1  6 a legislative party caucus of a governmental body as defined
  1  7 by this paragraph.  For purposes of this paragraph,
  1  8 "legislative party caucus" means a multimembered body
  1  9 consisting of members of a governmental body as defined by
  1 10 this paragraph who are affiliated with the same political
  1 11 party.
  1 12                           EXPLANATION
  1 13    This bill expands the definition of a governmental body
  1 14 subject to the open meeting requirements of Code chapter 21 by
  1 15 including within that definition either house of the
  1 16 legislature, legislative standing committees, and joint
  1 17 conference committees.  A legislative party caucus of any
  1 18 governmental body as defined by the bill is specifically
  1 19 excluded from the definition of a governmental body.  A
  1 20 "legislative party caucus" is defined to include any body
  1 21 consisting of members of any governmental body as defined by
  1 22 the bill who are of the same political party.
