1 1 Section 1. 2003 Iowa Acts, First Extraordinary Session,
1 2 chapter 2, section 66, subsection 1, unnumbered paragraph 2,
1 3 is amended to read as follows:
1 4 For programs administered by the department of economic
1 5 development:
1 6 FY 2003=2004...................................... $ 45,000,000
1 7 FY 2004=2005...................................... $ 41,000,000

1 11 Sec. 2. EDUCATION FUNDING == APPROPRIATION. There is
1 12 appropriated from the grow Iowa values fund created in section
1 13 15G.108 to the department of education for the fiscal year
1 14 beginning July 1, 2004, and ending June 30, 2005, the
1 15 following amount, or so much thereof as is necessary, to be
1 16 used for the purpose designated:
1 17 To supplement amounts appropriated pursuant to section
1 18 257.16 from the general fund of the state to pay the
1 19 foundation aid and supplementary aid under section 257.4,
1 20 subsection 2:
1 21 .................................................. $ 41,000,000
1 22 Amounts appropriated pursuant to this section shall be in
1 23 addition to, and shall not replace, funds otherwise
1 24 appropriated pursuant to section 257.16 for the fiscal year
1 25 beginning July 1, 2004, and ending June 30, 2005.
1 26 Notwithstanding section 8.33, moneys appropriated in this
1 27 section that remain unencumbered or unobligated at the close
1 28 of the fiscal year shall not revert but shall remain available
1 29 for expenditure for the purposes designated.
1 30 Sec. 3. EFFECTIVE DATE. This Act, being deemed of
1 31 immediate importance, takes effect upon enactment.
1 32 EXPLANATION
1 33 This bill eliminates a $41 million appropriation to the
1 34 department of economic development for its programs for FY
1 35 2004=2005 from the grow Iowa values fund and appropriates $41
2 1 million from the grow Iowa values fund to the department of
2 2 education for FY 2004=2005, to supplement the general fund
2 3 appropriation made pursuant to Code section 257.16 for
2 4 kindergarten through grade 12 education funding. The bill
2 5 provides that the appropriation shall be in addition to, and
2 6 not replace, funds otherwise appropriated for that fiscal year
2 7 pursuant to Code section 257.16. The bill provides that
2 8 notwithstanding Code section 8.33, moneys appropriated that
2 9 remain unencumbered or unobligated at the close of the fiscal
2 10 year shall not revert but shall remain available for
2 11 expenditure for the purposes designated.
2 12 The bill takes effect upon enactment.
