WATERSHED MANAGEMENT TASK FORCE. A watershed 1 2 management task force is created. 1 3 1. The purpose of the task force is to study the 1 4 feasibility of consolidating soil and water conservation 1 5 districts and providing such districts with authority to 1 6 administer programs to preserve and enhance the soil and water 1 7 resources of this state. The programs shall include those 1 8 provided in chapter 161A and may include other programs which 1 9 provide for the proper management of soil and water resources, 1 10 including but not limited to flood prevention measures, water 1 11 quality preservation and enhancement programs, soil 1 12 conservation practices, and the installation or maintenance of 1 13 related improvements. 1 14 2. The task force shall be composed of the following 1 15 members: 1 16 a. Six persons who are commissioners of soil and water 1 17 conservation districts who shall be appointed by the state 1 18 soil conservation committee. The commissioners shall 1 19 represent the northwest, north central, northeast, southwest, 1 20 south central, and southeast regions of the state. 1 21 b. Five persons representing counties from diverse regions 1 22 of the state who shall be appointed by the Iowa state 1 23 association of counties. Three of the persons shall be 1 24 members of county conservation boards and two of the persons 1 25 shall be county supervisors. 1 26 c. Three persons representing cities of different sizes 1 27 from diverse regions of the state who shall be appointed by 1 28 the Iowa league of cities. 1 29 d. Three persons representing organizations concerned with 1 30 natural resources and environmental protection who shall be 1 31 appointed by the governor. 1 32 e. Two persons who are actively engaged in grain farming 1 33 who belong to organizations representing agricultural 1 34 producers who shall be appointed by the governor. 1 35 3. The task force shall prepare and deliver a report of 2 1 its finding and recommendations to the general assembly on or 2 2 before January 12, 2005. 2 3 EXPLANATION 2 4 This bill creates a watershed management task force. The 2 5 purpose of the task force is to study the feasibility of 2 6 consolidating soil and water conservation districts and 2 7 providing such districts with authority to administer programs 2 8 to preserve and enhance the soil and water resources of this 2 9 state. 2 10 The task force is composed of commissioners of soil and 2 11 water conservation districts; persons representing counties 2 12 from diverse regions of the state, including members of county 2 13 conservation boards; persons representing cities of different 2 14 sizes from diverse regions of the state; persons representing 2 15 organizations concerned with natural resources and 2 16 environmental protection; and persons actively engaged in crop 2 17 farming. 2 18 The task force is required to prepare and deliver a report 2 19 of its findings and recommendations to the general assembly on 2 20 or before January 12, 2005. 2 21 LSB 5467YH 80 2 22 da/sh/8
