  1  1    Section 1.  Section 321M.9, subsection 1, Code Supplement
  1  2 2003, is amended to read as follows:
  1  3    1.  FEES TO COUNTIES.  Notwithstanding any other provision
  1  4 in the Code to the contrary, the county treasurer of any
  1  5 county authorized to issue driver's licenses under this
  1  6 chapter shall retain for deposit in the county general fund
  1  7 five seven dollars of fees received for each issuance or
  1  8 renewal of driver's licenses and nonoperator identification
  1  9 cards, but shall not retain any moneys for the issuance of any
  1 10 persons with disabilities identification devices.  The county
  1 11 treasurer shall remit the balance of fees to the department.
  1 12    Sec. 2.  2003 Iowa Acts, chapter 8, section 27, is
  1 13 repealed.
  1 14                           EXPLANATION
  1 15    This bill increases the amount of the fee retained by a
  1 16 county treasurer for the issuance or renewal of driver's
  1 17 licenses and nonoperator identification cards from $5 to $7
  1 18 per transaction.  A temporary increase in the fee amount from
  1 19 $3.75 to $5 was effective on July 1, 2003, and due to expire
  1 20 on July 1, 2005.  The bill repeals that expiration provision.
