1 An Act relating to motor vehicle registration fees for certain
2 resident military personnel.

1 1 Section 1. NEW SECTION. 321.114 RESIDENT MILITARY
1 2 PERSONNEL == VEHICLE REGISTRATION FEES.
1 3 1. Notwithstanding any contrary provision of this chapter,
1 4 if the owner of a motor vehicle required to be registered
1 5 under section 321.109 is a resident who is a traditional
1 6 national guard or reserve member serving in this state or a
1 7 member of the national guard or the armed forces or reserve
1 8 forces of the United States serving on active duty, the annual
1 9 registration fee for the vehicle shall be based only on the
1 10 weight of the vehicle as specified in section 321.109,
1 11 subsection 1. The part of the fee based on value shall be
1 12 excluded. The registration fees for all other vehicles shall
1 13 be as specified in this chapter. This section shall apply for
1 14 new registrations and renewals for as long as the owner is on
1 15 active duty status.
1 16 2. An applicant for vehicle registration or renewal under
1 17 this section shall include with the application a
1 18 certification by the applicant's commanding officer of the
1 19 applicant's current military status.
1 20 EXPLANATION
1 21 This bill establishes reduced motor vehicle registration
1 22 fees for resident traditional national guard or reserve
1 23 members serving in=state, and resident national guard or
1 24 reserve or regular armed forces members serving on active
1 25 duty. The annual fee for a passenger=type vehicle owned by
1 26 such a person is to be based only on the weight of the
1 27 vehicle, rather than on weight and value. This reduced
1 28 registration fee mirrors the fee currently available for
1 29 nonresidents serving in the national guard or other military
1 30 service and temporarily stationed in Iowa. For a resident,
1 31 the fee reduction will continue to apply for vehicle
1 32 registrations and renewals for as long as the person is on
1 33 active duty status.
1 34 To qualify for the reduced fee, the applicant for vehicle
1 35 registration must provide certification of the applicant's
2 1 current military status.
