  1  1    Section 1.  BIRTH DEFECTS INSTITUTE CENTRAL REGISTRY ==
  1  2 APPROPRIATION.  There is appropriated from the general fund of
  1  3 the state to the Iowa department of public health for the
  1  4 fiscal year beginning July 1, 2003, and ending June 30, 2004,
  1  5 the following amount, or so much thereof as is necessary, for
  1  6 the purpose designated:
  1  7    To supplement the appropriation made in 2003 Iowa Acts,
  1  8 chapter 175, to the Iowa department of public health for the
  1  9 birth defects institute central registry created pursuant to
  1 10 section 136A.6:
  1 11 .................................................. $    120,000
  1 12    Sec. 2.  EFFECTIVE DATE.  This Act, being deemed of
  1 13 immediate importance, takes effect upon enactment.
  1 14                           EXPLANATION
  1 15    This bill makes a supplemental appropriation of $120,000
  1 16 from the general fund of the state to the Iowa department of
  1 17 public health for fiscal year 2003=2004 for the birth defects
  1 18 institute central registry.  Code section 144.13A, Code
  1 19 Supplement 2003, establishes that the fees collected for the
  1 20 registration of certificates of birth are to be deposited in
  1 21 the general fund of the state and that it is the intent of the
  1 22 general assembly that a specified portion of the fees
  1 23 collected are to be appropriated and used for the birth
  1 24 defects institute central registry.  The amount specified in
  1 25 Code section 144.13A for the registry is $5 of each fee
  1 26 collected for the period beginning July 1, 2003, and ending
  1 27 June 30, 2005, and $10 of each fee for the period beginning
  1 28 July 1, 2005.  The amount appropriated in this bill
  1 29 approximates the annual number of births in the state times $5
  1 30 in order to meet the intent of the general assembly as stated
  1 31 in Code section 144.13A.
  1 32    The bill takes effect upon enactment.
