  3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

  1  1    Section 1.  Section 161A.5, Code 2003, is amended by adding
  1  2 the following new subsection:
  1  3    NEW SUBSECTION.  4.  Notwithstanding any provision in this
  1  4 section to the contrary, in districts with a population
  1  5 exceeding three hundred thousand, commissioners shall be
  1  6 elected at large without regard to township residency.
  1  7                           EXPLANATION
  1  8    This bill makes changes to the law relating to election of
  1  9 soil and water district commissioners.
  1 10    Current law provides that commissioners shall be elected at
  1 11 large, except that no more than one commissioner shall be a
  1 12 resident of the same township.  The bill provides that in
  1 13 districts with a population exceeding 300,000, commissioners
  1 14 shall be elected at large without regard to township
  1 15 residency.
