House Concurrent Resolution 18 PAG LIN 1 1 HOUSE CONCURRENT RESOLUTION NO. 1 2 BY SHOULTZ 1 3 A Concurrent Resolution designating March 16 annually 1 4 as Liberty Day. 1 5 WHEREAS, we, as citizens of the United States of 1 6 America, enjoy liberties established in and derived 1 7 from documents that our founding fathers created, 1 8 including the Declaration of Independence and the 1 9 United States Constitution containing the Bill of 1 10 Rights; and 1 11 WHEREAS, James Madison was the author of the 1 12 Virginia Plan, which served as the model for and basis 1 13 of the forming of a new Constitution at the 1 14 Constitutional Convention of 1787, establishing our 1 15 new form of government in place of the Articles of 1 16 Confederation; and 1 17 WHEREAS, James Madison was the author of the 1 18 Federalist Papers, which were a series of newspaper 1 19 articles outlining the reasons why states should 1 20 endorse the new Constitution; and 1 21 WHEREAS, James Madison served in the United States 1 22 House of Representatives from 1789 until 1797, during 1 23 which time he introduced into Congress the Bill of 1 24 Rights; and 1 25 WHEREAS, James Madison served as President of the 1 26 United States from 1809 until 1817; and 1 27 WHEREAS, March 16, 2003, is the two hundred fifty= 1 28 second anniversary of the birth of James Madison; NOW 1 29 THEREFORE, 1 30 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, THE 2 1 SENATE CONCURRING, That March 16 shall annually be 2 2 designated as Liberty Day; and 2 3 BE IT FURTHER RESOLVED, That a copy of this 2 4 Resolution be sent to the Department of Education for 2 5 distribution throughout the elementary and secondary 2 6 public school system in this state. 2 7 LSB 2401HH 80 2 8 rn/cf/24
