JOINT
RESOLUTION
PROPOSING
AN
AMENDMENT
TO
THE
CONSTITUTION
OF
THE
STATE
OF
IOWA
RELATING
TO
THE
RIGHT
OF
THE
PEOPLE
TO
KEEP
AND
BEAR
ARMS.
BE
IT
RESOLVED
BY
THE
GENERAL
ASSEMBLY
OF
THE
STATE
OF
IOWA:
Section
1.
The
following
amendment
to
the
Constitution
of
the
State
of
Iowa
is
proposed:
Article
I
of
the
Constitution
of
the
State
of
Iowa
is
amended
by
adding
the
following
new
section:
Right
to
keep
and
bear
arms.
Sec.
1A.
The
right
of
the
people
to
keep
and
bear
arms
shall
not
be
infringed.
The
sovereign
state
of
Iowa
affirms
and
recognizes
this
right
to
be
a
fundamental
individual
right.
Any
and
all
restrictions
of
this
right
shall
be
subject
to
strict
scrutiny.
Sec.
2.
SUBMISSION
TO
ELECTORATE.
The
foregoing
proposed
amendment,
having
been
adopted
and
agreed
to
by
the
88th
General
Assembly,
2019
Session,
thereafter
duly
published,
and
now
adopted
and
agreed
to
by
the
89th
General
Assembly
in
this
joint
resolution,
shall
be
submitted
to
the
people
of
the
state
of
Iowa
at
the
general
election
in
November
of
the
year
2022
in
Senate
Joint
Resolution
7,
p.
2
the
manner
required
by
the
Constitution
of
the
State
of
Iowa
and
the
laws
of
the
state
of
Iowa.
