Senate Joint Resolution 2005 - Enrolled PAG LIN 1 1 SENATE JOINT RESOLUTION 2005 1 2 1 3 A JOINT RESOLUTION 1 4 AUTHORIZING THE TEMPORARY USE AND CONSUMPTION OF WINE AND BEER 1 5 IN THE STATE CAPITOL, AND THE TEMPORARY DISPLAY OF CEREMONIAL 1 6 BANNERS, IN CONJUNCTION WITH THE AWARDS CEREMONY OF THE WORLD 1 7 FOOD PRIZE FOUNDATION. 1 8 1 9 WHEREAS, the State of Iowa has the honor of being the home 1 10 of the World Food Prize Foundation which annually presents an 1 11 international award recognizing outstanding individual 1 12 achievement in improving the quality, quantity, or 1 13 availability of food in the world; and 1 14 WHEREAS, Iowa's unique State Capitol is an optimal location 1 15 for this awards ceremony of the World Food Prize Foundation 1 16 and previously served as the ceremony location; and 1 17 WHEREAS, the placement of ceremonial banners signifying the 1 18 awards ceremony is an appropriate way to announce and 1 19 commemorate the event; and 1 20 WHEREAS, wine and beer are customarily served as an 1 21 accompaniment to the food and entertainment provided at this 1 22 type of awards ceremony and wine was served when the ceremony 1 23 was previously held at the State Capitol; and 1 24 WHEREAS, under 11 IAC 100.4(8), which prohibits the 1 25 consumption of alcoholic beverages on the State Capitol 1 26 complex, it is not possible to serve wine and beer at this 1 27 type of awards ceremony in the State Capitol; NOW THEREFORE, 1 28 1 29 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: 1 30 1 31 Section 1. Notwithstanding 11 IAC 100.4(8) and any 1 32 contrary provisions of chapter 123, prohibiting the use and 1 33 consumption of alcoholic beverages in public places, wine and 1 34 beer may be used and consumed within the state capitol at an 1 35 awards ceremony, to be held on or around October 16, 2008, 2 1 hosted and organized in whole or in part by the world food 2 2 prize foundation if the person providing the food, wine, and 2 3 beer at the awards ceremony possesses an appropriate valid 2 4 liquor control license. For the purpose of this section and 2 5 section 123.95, the state capitol is a private place. 2 6 Sec. 2.
