Senate Joint Resolution 2003 - Enrolled PAG LIN 1 1 SENATE JOINT RESOLUTION 2003 1 2 1 3 A JOINT RESOLUTION 1 4 AUTHORIZING THE TEMPORARY USE AND CONSUMPTION OF ALCOHOLIC 1 5 BEVERAGES ON THE STATE CAPITOL COMPLEX GROUNDS IN CONJUNC- 1 6 TION WITH THE HY=VEE BG WORLD CUP TRIATHLON, AND PROVIDING 1 7 AN EFFECTIVE DATE. 1 8 1 9 WHEREAS, on June 22, 2008, athletes from around the world 1 10 will gather in Des Moines, Iowa, to compete for an 1 11 extraordinary purse prize and for the third and final position 1 12 on TEAM USA for the Beijing Olympics; and 1 13 WHEREAS, the city of Des Moines has the honor of being the 1 14 only city in the United States on the 2008 World Cup schedule 1 15 of 15 triathlons; and 1 16 WHEREAS, Iowa's state capitol complex grounds provide a 1 17 unique and memorable setting for the finish line of the 1 18 triathlon and the following awards ceremony; and 1 19 WHEREAS, a champagne toast is a traditional part of the 1 20 awards ceremony; and 1 21 WHEREAS, because 11 IAC 100.4(8) prohibits the consumption 1 22 of alcoholic beverages on the state capitol complex grounds, 1 23 it is not possible to serve champagne or other alcoholic 1 24 beverage at this type of awards ceremony on the state capitol 1 25 complex grounds; NOW THEREFORE, 1 26 1 27 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA: 1 28 1 29 Section 1. Notwithstanding 11 IAC 100.4(8) and any 1 30 contrary provisions of chapter 123, prohibiting the use and 1 31 consumption of alcoholic beverages in public places, alcoholic 1 32 beverages may be used and consumed on the state capitol 1 33 complex grounds at an awards ceremony, to be held on or around 1 34 June 22, 2008, hosted and organized in whole or in part by 1 35 Hy=Vee, Incorporated, if the person providing the food and 2 1 alcoholic beverages at the awards ceremony possesses an 2 2 appropriate valid liquor control license. For the purpose of 2 3 this section and section 123.95, the state capitol complex 2 4 grounds is a private place. 2 5 Sec. 2. EFFECTIVE DATE.
